CSV Encoding Converter (EUC-KR ↔ UTF-8)
If Korean text in a CSV shows up garbled in Excel, or an older Korean system cannot read your UTF-8 file, re-save it with the right encoding. The converter auto-detects the source encoding and converts between UTF-8 (with or without BOM) and EUC-KR (CP949). It reads the result back to make sure it matches the original and lists the line and column of any character that EUC-KR cannot hold. Files are processed on your device.

When to use it
Korean text is garbled in Excel
Save as "UTF-8 with BOM" so Excel recognises the encoding.
An older system only accepts EUC-KR
Save as EUC-KR (CP949). If a character such as an emoji is missing from EUC-KR, nothing is saved and its position is shown.
Convert several files
Drop several files at once; each gets its own result and download button.
How to use
- Drop CSV or TXT files or click to choose.
- Choose the target encoding and line endings. Leave the source on auto-detect in most cases.
- Check the preview and download.
How it works
- Detection: BOMs (UTF-8, UTF-16) first, then a strict UTF-8 check; anything else is read as EUC-KR (CP949).
- EUC-KR table: Built on the spot from the browser's own EUC-KR decoder (the web standard windows-949), with no table file.
- Read-back check: The output is decoded again and compared with the original; if they differ, nothing is offered for download.
- Size: Up to 300 MB per file. Only the encoding and the chosen line endings change.
Frequently asked questions
Why does Korean CSV text look garbled in Excel?
Excel on Korean Windows may read a UTF-8 CSV without a BOM as EUC-KR. Saving as UTF-8 with BOM usually fixes it.
Are EUC-KR and CP949 the same?
On the web, the label EUC-KR means CP949 (windows-949), the extended Korean encoding. This tool reads and writes CP949.
Can it convert .xlsx files?
No. Excel workbooks do not have this problem. The tool converts text files such as CSV and TXT.
Are my files uploaded?
No. Reading, converting and checking all happen in your browser.
